Since 1887, the community of Ashland in Southern Oregon has managed its own municipal water system. Through 11 major floods over the past century, mostly recently in 1997, this system has endured through strategic maintenance, upgrades, and extensions. Today, after more than a decade of careful research and planning by engineers and public works experts, Ashland's 75-year old water treatment plant needs to be replaced.
